These decals represent historically correct (for WW2) representations of different types of German and Soviet flags.
Decals are printed on a common film. Both sets contain a thin metal sheet which can serve as a backing for the decals, which allows the creation of a fluttering flag (as shown here for example).
Minor pixelation can be seen on the decals.
